Framework

The Framework is a coordinated approach to collect sufficient data on a consistent basis from a representative selection of institutions of all types in all countries, upon which to base estimates of the total digitisation activity, cost and progress in Europe.  The estimates are made by applying sample estimates to the known universe of relevant cultural institutions in Europe.

Step 1 Verify the total number of cultural institutions in each country, and identify those that were relevant in the sense that digitisation of their collections will significantly enhance access to the country`s cultural heritage.  The assistance of national experts is required to amend the initial estimates that formed part of the study`s "Foundation database" of institutions, and a pro-forma (computer assisted tool) is available from this web-site for this purpose.
Step 2 Select a representative sample of relevant institutions to include in a survey to be conducted in the second half of 2008 to collect data that could be used to infer estimates of the total digitisation activity for each country.
Step 3 Experts in each country confer with the study team to agree the sample selected and decide whom should manage the survey.  The alternative to the relevant government department conducting the survey exists in the capability of the study team managing the survey centrally.  However, the expert resident in the country is necessary to coordinate such activities at national level.
Step 4 Survey results will be analysed and used to inform modelling assumptions adopted by the study team / national ministries to estimate the total digitisation efforts, achievements, expenditures and investment in future digitisation plans.

It is stressed that this framework is reliant on using as much statistical information that already exists or is being collated within the Numeric and other studies to provide a "Foundation database" describing the universe of cultural institutions upon which these estimates would be based.  The purpose of the sample surveys is to better inform the estimates, given the paucity of consistent data that currently exists.
